CD-ROM COLLECTION DEVELOPMENT AND CIRCULATION POLICY


Copyright Compliance

Washington County Public Library maintains a circulating CD-ROM collection for loan with the understanding that the programs will not be installed permanently on patron’s computers, which would be an infringement of copyright.

The copyright law of the United States (Title 17, United States Code) governs the reproduction, distribution, adaptation, public performance, and public display of copyrighted material. Under certain conditions specified in law, nonprofit libraries are authorized to lend, lease, or rent copies of computer programs to patrons on a non-profit basis and for non-profit purposes. Any person who makes an unauthorized copy or adaptation of the computer program, redistributes the loan copy, or publicly performs or displays the computer program, except as permitted by Title 17 of the United States Code, may be liable for copyright infringement. This institution reserves the right to refuse to fulfill a loan request if, in its judgment, fulfillment of the request would lead to violation of the copyright law.

Collection Development Statement

This collection includes items that are informational, educational and creative in nature. Items that are primarily recreational will not be added to the collection.

As a rule, applications, utilities, and computer operating systems software will not be added to the collection because of licensing agreements.

Only legitimate (not copies) software will be accepted as gifts.

Initially, the library will develop this collection for the IBM PC Windows environment.

Review sources will be consulted to determine the quality of the software for inclusion into the collection

Circulation Policy

A total of two (2) CD-ROMs may be checked out for 2 weeks, with 1 renewal allowed. The overdue fine is $2.00 a day up to a maximum of $6. Additionally, because of the ease of breaking, a $1 fee will be charged if the CD-ROM software is returned in the outside book drop.

Charges for lost/damaged CD-ROM: $19.00 (replacement cost) + $6.01 (Processing Fee)=$25.01.

Charges for lost/damaged booklets and/or written material contained with the CD-ROM: $5.00 each item.

CD-ROMs are for checkout only and cannot be installed or used on Library computers.

Staff will not be responsible for giving assistance or help with installing or using the CD-ROM software.

The Washington County Public Library cannot be held responsible for damage to computer hardware or software. The Library recommends backing up the hard drive before installing any software. Some of the programs may alter system files.

Patrons are responsible for removing any Library owned computer programs from their hard drive.
